The Senate is about to vote on the so-called "Combating Organized Retail Crime Act" (CORCA). Despite its name, this bill has little to do with shoplifting, and everything to do with expanding ICE's reach into every American community.1
The bill would put ICE at the center of local policing and build a mass public-private surveillance network. It creates a new national law enforcement hub inside of ICE, with its director appointed by the head of ICE. It would also allow DHS to collect and share Americans' personal data with retailers, corporations, and police departments.
The legislation already passed the House, and now the Senate is our last chance to stop this expansion of mass surveillance and mass deportations.
Embedding ICE within local retail-theft enforcement will escalate racial profiling and funnel people into detention on nothing more than a store employee's accusation. CORCA will also pressure local governments, through federal grant leverage, to abandon sanctuary policies their communities chose democratically.
The bill authorizes sweeping collection and sharing of Americans' personal data across federal, state, local, and private-sector entities. DHS has spent the past year seizing data from Medicaid, the IRS, and the Social Security Administration, and surveilling protesters and legal observers. Congress should not reward ICE with a new domestic intelligence apparatus.
