What is the Title X Family Planning Program?The Title X Family Planning Program is the only federal program devoted solely to providing reproductive health services regardless of ability to pay. Title X services include: Birth control Cervical and breast cancer screenings Family planning education Basic infertility services STI testing and treatment Wellness exams

Who relies on Title X?
In 1970, the Title X Family Planning Program was created to help millions of people who can't afford the reproductive health care they need.
According to the most recent data available from 2023, nearly two-thirds of patients served by Title X lived at or under the federal poverty level and nearly one-third lacked health insurance. Many Title X patients come from communities that face poor health outcomes because systemic racism and other inequities prevent adequate access to care: 23% of patients identify as Black or African American and 36% identify as Hispanic or Latino.
The Title X program helps make sure everyone — regardless of where they live, how much money they make, or their background — can get basic, preventive reproductive health care.
People who will pay the price for these attacks on care can least afford it. |

How is the Trump administration hurting health care?
The Trump administration wants to illegally remake Title X to further its political agenda. The goal is to make it harder for people to get essential care at Planned Parenthood health centers.
The new focus of Title X would encourage pregnancy, undermine care for trans people, and push the policies of the administration.
Title X's transformation is just one more tack in the yearslong effort to exclude certain providers like Planned Parenthood health centers from the program. And it's a direct attack on patients who depend on reproductive care provided at Planned Parenthood health centers. |

Why is Planned Parenthood Federation of America suing the Trump administration?
For decades, Planned Parenthood health centers have been critical providers of evidence-based, medically appropriate care in the Title X program. From October 2024 through September 2025, Planned Parenthood health centers provided over 1.3 million Title X patient visits across 33 states.
We're suing the Trump administration to stop its illegal changes to the Title X grant application process that would hurt patients.
We're asking the court to block the administration's changes and allow Planned Parenthood health centers to compete fairly for funds to continue serving Title X patients. |

What happens next?Right now, Planned Parenthood health centers can keep providing care under Title X. If the courts don't step in, Planned Parenthood health centers' participation in Title X could be compromised.
